In 1920 William Henry Brown and fellow Victorian Norman A. Goddard start Vancouver Island Aerial Service (VIAS) out of the harbour with a Curtis JN-4 (C-CABU) with a pontoon conversion. With the loss of the service’s original Jenny in that same year Brown left the partnership. Goddard acquired C-CACO and hired Kenneth Sanders to continue the service.
